Use the existing create-only save operation (expected_version: "absent") when creating an empty file in the file manager. This lets Koko record file creation separately from uploads and preserves conflict handling. Actual empty-file uploads continue to use the upload operation.

Requires the matching Koko audit change and Core create operation. The shared implementation supports both browser and Electron file managers.

Validation: three focused temporary tests cover the create request, empty-file uploads, and conflicts; targeted lint and formatting checks passed. Local browser verification shows "创建文件" in file transfer audit logs. Test files are excluded from this PR. Electron was not separately exercised.
